Improved file transfer features of FileVistaControl and FileVista

We have added ability to resume cancelled/interrupted file downloads and accept segmented/accelerated file downloads with download managers. The upload module is rewritten and optimized for high performance and better error handling. See the list of changes in FileVista v2.9 and the list of changes in FileVistaControl v1.3.
