OutOfMemoryException

In a performance test, we used JMter and under heavy load with multiple users (3-5 users), we encountered an OutOfMemoryException during the convert process. 5-10% error rate.
Are there any countermeasures?

environment
・The conversion source file is an Excel file of about 1MB
・The conversion destination is an HTML file.
・The memory of the server does not appear to be under pressure.
・Processing is executed in memory instead of file output
