I've set download permission to deny, but I can still export to Adobe and save on my hard drive

I want certain groups to only have view and print access. I can't allow them to download the files. There is an Adobe tab in file viewer that if you click it then you can save it do your hard drive. How do I turn that off?
How do I only let this group of users view and print only?

Download button will be disabled when there is no Download permission and Download as PDF button will be disabled when there is no Print permission. This is because, downloading for example a DOCX file as a PDF file is considered same as printing that document. So if you allow printing, then it's normal to show Download as PDF button (Adobe tab).
