How can I link directly to a file when using FileUltimate?

I would like to be able to create an "a href" link to a file from within a view.

I'm using the trial version of FileUltimate in an MVC project. I found a mention of a CreatePublicLink permission in the 4.6.2.2 version history, but I can't find any reference to it in version 5.3.

My root folder is ~/App_Data/myRoot and AllowedPermissions = FileManagerPermissions.Full
